The Peer Review, applied for by the NRDI Office’s predecessor and prepared by independent international experts upon the invitation of the European Commission, acknowledges the ongoing reform of the Hungarian research, development and innovation system and arrived at seven policy messages: Hungary should broaden its innovation base and put in place framework conditions that stimulate innovation, promote a risk taking culture and foster innovation demand. The document also stresses the importance of a stronger and more impactful cooperation between the public R&I system and innovative businesses and the need for higher investment in both areas.
The Peer Review of the Hungarian research and innovation system which was based on consultations with Hungarian stakeholders and prepared through a multistage process, was presented by the members of the panel of independent experts at three consecutive events on 20 September 2016, to the representatives of the government, the press and the RDI community. Robert-Jan Smits, Director General of Research and Innovation of the European Commission also participated in the events where the conclusions and recommendations of the document were presented.
